TO
Make
provision for the holding of a referendum in the Four Kingdoms of the newly
formed Greater Australian Empire namely West Papua, Papua New Guinea, Australia
and New Zealand on the creation of an Empire whose membership is all the people
of West Papua, New Guinea, Australia and New Zealand.
Be
it enacted by the committee of the Four Kingdoms and in each of the
Parliament’s assembled, and by the authority of the same, as follows:-
1. Referendum on the creation of the Greater Australian
Empire
(1) A referendum is to be held on the unification of West Papua,
Papua New Guinea, Australia and New Zealand in the formation of a Greater Australian
Empire and a union between the Four Kingdoms.
(2) The referendum must be held before 1 January 2050.
(3) The Secretary of the Committee of the Four Kingdoms shall by
order appoint the day on which the referendum is to be held.
(4) An order under this section may not be made unless a draft of
the order has been laid before, and approved by a resolution of, each House of
Parliament on the Four Kingdoms.
(5) The question that is to appear on the ballot papers is—
“Do you agree that West Papua, Papua New Guinea, Australia and New
Zealand should join together as one Greater Australian Empire integrated under
one law, and united under one army?”
(6) The Committee of the Four Kingdoms is responsible for the
ballot of the referendum and must ensure all persons above the age of eighteen
(18) casts a vote and that vote is in a language that they fully understand and
the question appears on the ballot that they fully comprehend.
(7) The Grand Field
Marshall has directed that there shall be only two alternative answers provided
to the referendum question and they are 1.
Yes, and 2. No.
(i) Further to this, all
markings on the ballot paper shall in in black pen or black ink only. That means no pencils shall be used and no
other markings or eraser shall be allowed on the ballot paper.
(ii) Furthermore, Grand
Field Marshall has directed that the ballot paper shall have the answer already
printed and that either a tick or a cross in the light red circle for Yes,
shall be deemed a Yes reply, and a tick or cross in a light yellow box for No,
shall be deemed a No reply.
(8) The Grand Field
Marshall is directly responsible for the safety and welfare of all persons
above the age of 18 who intend to cast their vote in this referendum.
(9) The Grand Field Marshall
is responsible for all ballot papers and polling booths and the safety and
security of all staff working in polling booths and with the general area of
the polling booth.
(10) At the end of the
voting day the Grand Field Marshall shall take full security of all ballot
papers and ensure that they are gathered and collated properly and then sent to
main Electoral Commission for counting.
2. Entitlement to vote in the referendum
(1) Those entitled to vote in the referendum are—
(a) the persons who, on the date of the referendum, are of or
above the age of 18 and would be entitled to vote as electors at a parliamentary
election in any constituency within the Greater Australian Empire including
West Papua, Papua New Guinea, Australia and New Zealand, and
(b) the persons who, on that date, are not disqualified by any
other reason or law from voting in any parliamentary elections.
3. Conduct of the referendum and further provisions
(1) The Grand Field Marshall shall liaise with all members of the
Houses of Parliament, all members of the Committee of the Four Kingdoms and all
Electoral Commission staff with regards to the conduct of the referendum.
(2) The Secretary of the
Four Kingdoms shall by order provide for the rules in accordance with which the
referendum is to be conducted.
(3) The Secretary of the
Four Kingdoms may by orders; instructions, motions and decree make further
provisions about the referendum.
(4) An order or instruction or motion or decree under this section
may make provision modifying or amending this Act or another enactment.
(5) An order or instruction or motion or decree is made under this
section without any consultation or an approval from any of the Houses of
Parliament.
(6) The power and authority
to manage, control, direct and supervise every aspect of the referendum shall
rest with the Grand Field Marshall and it shall be determined by the Grand
Field Marshall when each Kingdom of the Four Kingdoms shall cast their ballot
papers in this referendum.
4. Interpretation
(1) In this Act—
• “enactment” includes—
(a) any provision of an Act,
(b) any provision of, or of any instrument made under, an Act of
the any House of Parliament within the Greater Australian Empire,
• “the referendum” means the referendum under section 1.
5. Expenditure
(1) There shall be paid out of money provided by the Treasury and
the Houses of Parliament of the Commonwealth of Australia -
(a) For the referendum in West Papua, Papua New Guinea, Australia
and New Zealand
(b) Any expenditure of the
Secretary of the Four Kingdoms in consequence of this Act including security,
welfare and safety of all aspects of the ballot; and
(c) Any increase attributable to this Act in the sums which under
any other Act are payable out of money so provided.
(d) Any order or
instruction or decree or direction by the Grand Field Marshall to ensure the
complete safety and security of the referendum across West Papua, Papua New
Guinea, Australia and New Zealand.
(e) Any order or
instruction or decree or direction by the Grand Field Marshall to assist any
person, or persons, or family or group of persons to attend safely at a polling
booth and cast their ballot in this referendum, and their return journey home.
6. Short title
(1)
This Act may be cited as the Greater Australian Empire (Referendum) Act 2014.
